Resolved issue: Duplicate filenames remove existing content in Announcements and Files directory

When attaching files in Canvas Announcements and Canvas Files directory, if the uploaded file has the same name as an existing one, the original file will be deleted.

Issue

Issue 1: Announcements

When a new announcement post containing an attachment which has the same name (even with different contents) as an existing announcement, the original attached file will be deleted without any prompts. A deleted file notification will be displayed whenever a user clicks on the original file attachment.

Issue 2: Files directory

When a new file containing the same name as an existing file is uploaded in the Canvas files directory, the system will prompt users if they wish to replace the existing file.

Screenshot of Canvas copy file message, it says 'A file named "byebye.png" already exists in this folder. Do you want to replace the existing file?"

The existing file will be replaced by the new file, however all existing links to the original file are now broken and will need to be reconfigured to point to the new file.
